What is ECO?

The Energy Company Obligation (ECO) is a Government scheme to obligate larger suppliers to deliver energy efficiency measures to domestic premises in Britain. The scheme is funded by major Energy Companies who have been obligated to provide funding for heating and insulation improvements.

There are two types of ECO funding:

  1. Home Heating Cost Reduction Obligation (HHCRO)
  2. Carbon Emissions Reduction Obligation (CERO)

Greendealshop.com primarily focuses on the HHCRO scheme

What is the HHCRO scheme?

  • Also known as ‘Help To Heat scheme,’ HHCRO is designed to tackle fuel poverty amongst private sector householders
  • Homeowners and private renting tenants, that are in receipt of qualifying state benefits, will qualify for funding towards
    insulation and heating upgrades
  • The funding is used to support the poorest and most vulnerable residents and focuses primarily on new heating systems and
    boiler replacements
  • The new HHCRO funding scheme can be used in Social Housing properties which are E,F or G rated
  • The amount of HHCRO funding is determined by a resident at the home having qualifying benefits, the construction build of the property, fuel type, number of bedrooms, and if heating controls are currently in situ

For a property to qualify for HHCRO there are four main criteria:

  1. A member of the Affordable Warmth Group
  2. With a qualifying boiler or other qualifying measures such as insulation
  3. In a private domestic premises
  4. Energy savings will result from having a new boiler

Affordable Warmth Group

Householders that receive the following state benefits are eligible for support through HHCRO.

Please note that when installing new boilers, HHCRO funding will only be allocated if the existing heating system is either deemed broken down or not working efficiently

One of these benefits:

  • Pension Credit
  • Child Tax Credit – with a relevant annual income over £16,010

OR

  • Income related employment & support allowance
  • Income based job seekers allowance
  • Income support

Plus one of the following

  • Parental responsibility for a child under the age of 16, or is between 16 & 20 if in full time
    education who ordinarily resides with that parent (excludes higher education)
  • A disabled child premium
  • A disabled premium, enhanced disability premium or severe disability premium
  • A pension premium, higher pension premium or enhanced pension premium
  • A work related activity or support component (only with income related employment and
    support allowance)

OR

  • Working tax credit with a relevant income below £16,010
  • Universal credit with a net monthly income of £1,250 or less in any assessment period in the previous 12 months
  • Receives disability living allowance
  • Receives personal independence payment

Plus one of the following

  • Parental responsibility for a child under the age of 16, or is between 16 & 20 if in full-time education who ordinarily resides with that parent (excludes higher education)
  • Receives a disabled worker element or severe disability element
  • Is 60 years of age or over

Affordable Warmth Group

  • Universal credit with a net monthly income of £1,250 or less in any assessment period in the previous 12 months

Plus one of the following

  • Parental responsibility for a child under the age of 16, or is between 16 & 20 if in full time education who ordinarily resides with that parent (excludes higher education)
  • Has limited capability for work and/or work related activity
  • Receives disability living allowance
  • Receives personal independence payment

Qualifying Boiler

  • More than 5 years old
  • Broken down or not functioning efficiently

Private Domestic Premises

  • Homeowners
  • Private renting tenants (needs landlord permission)
  • Proof of ownership – e.g. deeds, land registry search, mortgage statement or tenancy agreement

Energy Savings

  • A current Energy Performance Certificate showing energy savings from the new measure being installed

Greenstar 20 HeatslaveModern oil-fired boilers can be very energy-efficient and manufacturers claim net seasonal operating efficiencies of up to 97%. As with gas boilers, the highest rated boilers will offer the greatest efficiency, and there are many ‘A’ rated models on the market.

An energy-efficient, oil-fired central heating system will have the same controls as a modern gas-fired system:

  • Room thermostat, ideally located in a living room, not the hallway.
  • Thermostatic radiator valves (TRVs) on all but one of the radiators.
  • Electronic 7-day timer with separately programmable hot water and room heating.
  • Cylinder thermostat on the hot water tank.
  • The boiler and thermostats wired in an interlock to prevent short-cycling when there is no demand for either hot water or room heating.

How much can I save by replacing my oil boiler?

  • We recently replaced a Boulter Camray 5 Combi oil boiler, that had a seasonal efficiency rating of 81.8%,  with a Worcester Greenstar Heatslave 11 25/32 ErP, which was 90.3% efficient.
  • The property was a 5 bed detached house, built in 2000
  • The annual saving on the Energy Performance Certificate from replacing the boiler was £1,300
  • The oil boiler was replaced free of charge under the Energy Company Obligation scheme
